Four and a half years later, Galveston is still not fully recovered from the beating it took from Ike. And as hurricane season approaches, the island remains vulnerable.
Attorney Buddy Herz is head of the Galveston Housing Authority.
"Without the flooding we would not have had anywhere near the damage we had."
Herz says there are still some homes with tarp on the roof, but he says most houses are built to withstand hurricane wind.
"If flooding hits and people have not taken out a sufficient amount of flood insurance then, no, we will have problems again."
Herz is a lifelong resident of Galveston and he hopes Ike was a once in a century storm.
