Former HPD officers fined, given deferred adjudication
Two former Houston Police officers accused in the videotaped beating of then-15-year old burglary suspect Chad Holley have reached plea deals. Phillip Bryan and Raad Hassan pleaded no contest to official oppression charges. Each was fined and sentenced to two years deferred adjudication. Mayor Annise Parker is satisfied...
"I'm glad that the decision by the chief of police and the department to sanction these officers has basically been affirmed. They have admitted that they behaved inapprorpriately."
But community activist Quannel-X is outraged...
"No one knew about this plea deal; they did it in secret to where the public would not be aware of it. And secondly, why isn't Chad Holley's mother, nor anyone in his family, nor even Chad Holley - the victim in this case - was ever given a chance to give a victim's impact statement to the court?"
A fourth person, former officer Drew Ryser, has not yet gone to trial.
Holley, who is now 18, is serving a six-month jail term on a separate charge.
