Wai Hueng Chung in custody
A Regulatory Compliance inspection was conducted on a business operating as a "Spa" in the 5100 West block of FM 1960, known as the Moon Spa. An undercover Officer entered the business, requested and was offered massage services for a fee. The business was not licensed through the Texas Department of State Health Services, and the worker was found not to be licensed as a massage therapist. The business was deemed to be a sexually oriented business.

Under the New Harris County Sexually Oriented Business Ordinance, the business, and the defendant allegedly failed to obtain Sexually Oriented Business permits through the Harris County Sheriff's Department as required by law. The Defendant Wai Hueng Chung, was arrested and charged with Conducting Business Without an SOB permit,and being nude at a business under Sec.243.010(b), Local Government Code. Both charges filed are now class A misdemeanors.
