Failure to report location led to arrest, and sentencing

William David Kelley was sentenced to 20 years in prison on Friday.  Kelley was released from prison in 2010 after serving a 20-year sentence for attacking real estate agent Pam Lychner.

After 10 months, he stopped telling officials where he was living.  Prosecutors in Houston said they were seeking a sentence of 99-years in this case, which would have been a record for a "failure to register" charge.
