A GOP congressman from Texas is pushing back against Climate Envoy John Kerry's efforts on behalf of President Biden's clean energy plan.
Rep. Mike McCaul testified on Wednesday that renewable energy is important, but so are clean fossil fuels, like natural gas.
McCaul says it's not the United States that is contributing the most carbon emissions, but China.
He says the Paris Climate Accord doesn't hold China accountable.
McCaul's 10th District stretches from Houston to Austin.
