State regulators have approved an effort by racetrack owners to expand gambling to include racing terminals that look similar to slot machines.

The Texas Racing Commission on Friday voted to allow a new form of betting at dog and horse tracks called historical racing. The machines allow people to bet on races that have already happened. The videos are stripped of any identifying information so people can't tell what races they're betting on.

Track owners have wanted to add the machines as an important revenue source for a struggling Texas industry. Groups opposed to gambling argue the commission has no jurisdiction in the matter.

A track now must receive the commission's OK on specific plans for adding the machines.

There are four horse tracks in Texas and three dog tracks.
