For months, Cruz has pushed his idea through a website called Exempt America and taken to the airwaves about indecision within the Republican Party.
“I ask what is your plan to stop Obamacare? And for months the answer has been crickets, its been well we want take symbolic votes,” Cruz told KTRH talk show host Rush Limbaugh.
Cruz believes defunding the federal health care law is the only way to stop it from going into effect.
“We want to the continuing resolution on September 30 and saying we will not fund one penny of Obamacare,” he said.
Conservatives have targeted lawmakers such as Woodlands Republican Kevin Brady whose position on the House Ways and Means Committee could go a long way toward passage.
“Congressman Brady's co-sponsorship would signal to us that he agrees leveraging the influence of the American people on legislation, not just votes he could pull together in Washington, is the way to prevent the train wreck of Obamacare,” says Julie Turner at the North Houston Tea Party Patriots.
Turner tells KTRH News it's about the free market, choice and competition.
“There's no reason to leave people out, and we shouldn't,” she says. “We can find a good compassionate way to make sure that we don't bankrupt our country and still take care of those who cannot provide for themselves.”
Still, others argue defunding the law may be too extreme, adding there's more than one way to skin a cat.
